The victim, who is Canadian, filed a police report with Canadian authorities in 2018 and subsequently contacted Cleveland law enforcement.

Mr. Freidman said the victim was upset when Mr. Bell became engaged to the woman who is now his wife, and filed the report. He argued that Mr. Bell had already been punished by losing his job for his crimes.

His sentence range was two years in prison with parole.
